Duties

As an Executive Officer, GS-0301-15, the applicant has the following key responsibilities:

  • Leadership and Management: The duty of the Executive Officer is to provide leadership, overseeing administrative and functional areas in accordance with the Governing Board’s Memorandum of Understanding, bylaws, federal laws and regulations, and Department of Education policies.
  • Budget Management: Manage the formulation, presentation, justification, and execution of the Governing Board’s budget, which amounts to approximately $8 million annually. Serves as principal contracting officer for various contracts and oversees the development and execution of annual acquisition plans.
  • Personnel Management: Overseeing staffing needs, developing workforce planning strategies, and managing all aspects of personnel management. This includes onboarding new members, approving offboarding actions, and handling various personnel tasks for employees at various GS levels and administratively fixed positions.
  • Meeting Oversight: The duty of the Executive Officer is to provide oversight for the execution of business related to quarterly Board and other meetings. It approves conference expenditures and reports to the Office of Management and Budget. The Federal Register serves as the designated federal official to post notices of meetings.
  • Information technology oversight: Overseeing resource allocation and providing oversight for information technology services. Responds to data calls from Department of Education offices to ensure federal compliance in administrative operations with a focus on effectiveness, efficiency and productivity.

Requirements Conditions of Employment

  • The applicant must have American citizenship.
  • Male applicants born after 12/31/59 must be registered for Selective Service.
  • Suitable for federal employment as determined by a background investigation.
  • It may be necessary to complete a probationary period, if not already completed successfully.
